The retired FBI agent who was the first on the scene when Ronald Reagan was shot has condemned bureau over revelations in the Durham Report and its dealings with the Republican investigation into the Biden family.
Thomas J. Baker has been highly critical of the culture under director Christopher Wray and the ‘abuses’ of power by federal law enforcement.
In an interview with DailyMail.com, he said in his more than 30 years of law enforcement he has never seen any conduct like what was exposed by prosecutors John Durham’s findings.
The report released last month found there wasn’t enough evidence to investigate Donald Trump’s links to Russia before the 2016 election and tore apart the Dirty Dossier Steele Report.
Baker also said there is no reason why the FBI can’t hand over the document the GOP says details a criminal scheme involving Joe Biden, and criticized the bureau and intelligence community for sweeping Hunter’s laptop and its contents under the rug.

He was an FBI Special Agent for 33 years in roles dealing with crime and terrorism. He also has experience as a legal attaché in Canberra, Australia, and Paris, France.
When President Reagan was shot by John Hinckley Jr in 1981, he was the first agent on the scene.
He then led the investigation into what happened by taking on board what the bureau learned in the wake of John F. Kennedy’s assassination.

Since leaving the FBI he has watched with dismay as it has been embroiled in a multitude of scandals and faced accusations by Republicans it has become ‘politicized’ and ‘weaponized’.
He laid these criticisms out in his recent book The Fall of The FBI: How A Once Great Agency Became a Threat to Democracy.
In it he details the FBI’s ‘fall’ from the days after 9/11 and the signing of The Patriot Act and the Foreign Intelligence Surveillance Act or FISA – that has now been used to target American citizens.
The law became a focal point of the Durham Report. Former Trump campaign aide Carter Page was put under surveillance for a year under a FISA warrant.
Since his book was published in December, Baker says many of his views have been validated by Durham’s conclusions.
The final report found extensive abuse by agents who tried to find links between Trump and the Kremlin before the 2016 election.
‘The fact they (the bureau) would open an investigation without any kind of probable cause is beyond shocking. It’s unimaginable,’ Baker said of the Durham report conclusion.
Baker explained how the Washington FBI field office would call in agents working on sensitive political investigations to make sure they had enough cause.
He said FISA used to be aimed at foreign agents resident in the United States.
‘After September 11th, the act was amended and amended again and again.

‘Now as, as came to light in the Durham report, it was used against an American – Carter Page, who turned out to not be involved in any kind of conspiracy or collusion whatsoever.
‘Yet for a year he was subject to this excessively intrusive electronic surveillance.
‘That’s an absolute abuse that Congress could correct going forward.’
‘There are thousands of Americans every year subjected to this monitoring.
‘Of course there’s no recourse and there’s no way to know who they are.
‘It’s not like in a traditional court of law, the Congress can fix that. They created the FISA Act. They can amend the Pfizer act to limit it, to eliminate the monitoring of US persons.

‘It’s not just a few bad apples, it’s a bad culture. The culture needs to be changed. That’s very difficult to do, but it can be done.
‘Every time something happens, somebody’s fired or allowed to resign’.
Even though those agents have stepped aside, he says it does nothing to fix the underlying problems with the bureau.
One example he mentioned was top FBI agent Timothy Thibault, who resigned in August 2022 in the midst of intense scrutiny over claims he suppressed the Hunter probe.

There were others in the government, not necessarily the FBI, who put out that false report. Uh, what is it two years ago that it was the original Hunter Biden laptop was most likely Russian information.
‘The FBI had the laptop in their possession for some time.
‘They have the technical capability and the staffing that they could determine it was genuine in very short order, perhaps in a matter of days, or hours.
‘So there really has been an effort on a lot of people to derail the investigation of Hunter Biden.
‘And the other thing that Congress has exposed is millions and millions of dollars flowing into the, uh, members of the Biden family from overseas accounts specifically in China.
‘I mean that alone to anybody, unless you’re extraordinarily naive, that really smells.’

Baker is referring to the slew of bank transactions uncovered by Republicans showing the flow of money from accounts linked to Beijing that have ended up with Biden family members.
It is one part of the sweeping GOP investigation into the first family and the alleged influence-peddling that began when Joe Biden was vice president.
One file has become a focal point of the probe – and Republicans believe it could be damning.
The document in question is the FD 1023 form, which FBI director Wray is set to hand over to members of the Congressional Oversight Committee.
Republicans say this document details a criminal scheme involving Biden, a foreign national and a bribe that could be up to $5million.
The form is most often used to record information obtained by a confidential human source.
This could be from a cooperating foreign service such as MI5.
Baker suggests there might be some hesitancy from the FBI into handing over the document because they fear it may lead to the identification of the source.
But he says there is a way to get around it, and that is simply by redacting the name and any personal details.
‘That’s been a situation for 50 years.
‘I worked in the FBI’s office of Congressional and Public Affairs and we got requests from Congress regularly, and we were able always to satisfy them.
He says he was able to disseminate the information while protecting the source by rewriting the contents of the document.
‘When Congress first made this request to the Bureau, they could have come back and said: “We’d like to respond by giving you this redacted version which would disguise the person’s identity.”
‘I don’t know why they’re being so ugly with Congress right now and making such an issue of this.
‘There are several ways to accommodate Congress without jeopardizing the informant.’
