Penny Mordaunt was born in Torquay, Devon on March 4, 1973. Penny was named after the Arethusa-class cruiser HMS Penelope, the daughter of a former paratrooper. John Mordaunt, who was born at Hilsea Barracks, served in the Parachute Regiment before becoming a teacher.
Mordaunt has two brothers: James and Edward. She is related to Philip Snowden, the first Labour Chancellor of the Exchequer, through her mother, Jennifer. Her grandmother’s cousin is Dame Angela Lansbury.

Mordaunt attended Oaklands Roman Catholic School Academy in Waterlooville, Hampshire, and then the Victoryland Theatre School.
Mordaunt’s mother died of breast cancer when she was 15 years old. Mordaunt’s twin brother dropped out of school, so she took over as Edward’s primary caregiver.
Her father was diagnosed with cancer the next year, but he recovered. Mordaunt worked as a magician’s assistant to Portsmouth magician Will Ayling to pay her way through sixth-form college.
